The Selangor Information Technology & E-Commerce Council (SITEC) awarded SCland’s EMHub & Emporis collectively with the nation’s first SITEC E-Commerce Hub Certificate at Kota Damansara today.
In conjunction with EMHub’s Groundbreaking, the ceremony was attended by Guests of Honour YAB Tuan Amirudin bin Shari, Menteri Besar Selangor; YB Dato’ Teng Chang Khim, Senior Executive Councillor and Chairman of the Standing Committees for Investment, Industry & Commerce, Small & Medium Enterprise (SME); YB Tuan Hee Loy Sian, Chairman of Environment, Green Technology, Consumer, & Non-Islamic Affairs Committee; Dato’ Hasan Azhari HJ. Idris, CEO of Invest Selangor Berhad; Dato’ Seri Subahan Kamal, Chairman of Alcom Group Berhad; Dato’ Tony Lim, Managing Director of SCland Development Sdn Bhd; and Yong Kai Ping, Chief Executive of SITEC.
Presented by YAB Tuan Amirudin bin Shari to Dato’ Seri Subahan, the SITEC E-Commerce Hub Certification recognises EMHub & Emporis jointly as being facilitative of e-commerce activities in Malaysia. Its developers have demonstrated that the development possesses stellar physical infrastructure, fulfilment & warehousing capabilities, an e-commerce friendly ecosystem, and a commitment to talent development.
In his opening speech, YAB Tuan Amirudin bin Shari, Menteri Besar Selangor, said: “The SITEC E-Commerce Hub Award given today to SCland for the developments of the EMHub & Emporis jointly highlights an important step for Selangor to move towards New Retail – where Online to Offline (O2O) and Online Merge with Offline business (OMO) business are emerging.
“At the SITEC E-Commerce Hub, sellers can have their distribution centres, showrooms and offices under one roof while operating their business online. Aside from the infrastructure & e-fulfilment capabilities provided by EMHub, SITEC will play a role to facilitate a digital economy ecosystem including payment gateway, logistics services or online marketplaces as well as talent development capabilities such as E-Commerce Classes, Accelerator programmes, co-working space and other events at Emporis.” he added.
In his speech, Dato’ Teng Chang Khim said: “The SITEC E-Commerce Hub Certification is a way to step up our efforts to push for innovation within traditional industries through digital economy efforts.”
SITEC has been committed to growing the local e-Commerce industry since 2015, and are always looking at ways to add value to the industry. Our stringent application criteria for the E-Commerce Hub Certification ensures that developments that apply for the certification are holistic in their approach to nurture local SMEs and e-Commerce players.
SITEC is looking at not just the infrastructure, but the amenities as well as relevant supportive initiatives such as skills or training programmes and events for tenants. We have even set a requirement for developments in Selangor to set aside 30% of the co-working space specially for Selangor businesses in order to encourage more e-Commerce and entrepreneurship activity in the state.

Selangor has been making great headway into its efforts to uplift the Digital Economy since 2015 with its e-Commerce, startup and Smart City initiative SITEC. Established under the secretariat of Invest Selangor by the Selangor State Government, the Selangor Information Technology and E-Commerce Council (SITEC) is chaired by the Chairman of the Standing Committees of Investment, Industry & Trade, Small and Medium Industries (SME), YB Dato’ Teng Chang Khim. SITEC aims to develop Selangor as the regional trading hub for e-Commerce and to uplift the startup ecosystem within the state.
From 2015 to 2018, SITEC has conducted 81 e-Commerce classes for the public, organised 8 international and regional e-Commerce and Smart City events and reached over 200,000 people in the e-commerce, startup and smart city industries. SITEC economic contribution for the last 4 years amount to RM173 Million.
SITEC facilitates e-Commerce uptake through their specialised Online 100, Apps 100 and Education thrusts. Up to 2018, through the Online 100 and Apps 100 thrusts, 450 brick and mortar merchants have been trained and onboarded to sell online via major marketplaces, on top of receiving 450 e-store mobile apps on iOS and Android.
SITEC was also responsible for organising the first Selangor Accelerator Programme, where 30 out of 66 teams were chosen to accelerate to become investor ready. Through the programme, 27 MVPs were developed, angel funding was achieved, and teams displayed both financial and non-financial market traction. Being able to pitch in China and Malaysia, these startups managed to achieve an impressive GMV of RM 13,000,000 collectively. SAP alumni have gone on to great success, with alumni Dropee, receiving USD 350,000 seed financing, whereas others have achieved angel funding or Cradle Fund’s CIP 300. The Selangor Accelerator Programme will return in 2019, with its opening ceremony on 26th April 2019.
